I wish I was more current on stuff like the Linux Router Project, which allows you to turn a PC into a router, which is the cheap way to do it. The LRP had long since been abandoned, though, as it used to exist when I was in college. I ran it at home with my cable modem and it was bad ass at the time but that project is outdated now. It's the cheap way to do it but it would require more extensive knowledge and configuration. I can't remember any specifics about the configuration and I'm sure there's a newer, better project out there somewhere. LEAF might be what you're looking for, never tried it tho. And If you Google "Dual WAN Router", that will come up with some hardware that can do what you're looking for, you can find one for about $150 or less. Here's a link where they compare two of them:
