It didn't say anything about bacterial infections because it is not intended to be used for bacterial infections. The reason it helps you is because, as a steroid, it reduces inflammation and inflammation is the cause of your discomfort. Whether that inflammation was caused by infection is the matter in question. But if your physician thought so, then it surprises me that he didn't also prescribe an antibiotic for the initiating problem, rather than just a steroid for the resulting problem.
BTW, as a steroid, small amounts will be absorbed through the skin- especially the thin skin of the genitals. So hopefully, you're not using this for an extended period of time.
(I've never personally used Cutivate, but I've had a lot of experience with it)
