I don't think they see that they are marketing themselves as a dirty minded fantasy... They are marketing themselves a young girls. They make/made a ton of money from young girls.
The fact that older men find them hot and fantasize about twins etc. is not their problem. It isn't a matter of letting it happen it is just a side effect of being pretty and famous. You don't always attract the audience you are after (witness Hilary Duff).
Of course, now that they have turned 18 (or just about according to the People my wife left in the bathroom) I suspect that their demographic will shift to include those men... (witness Britney Spears).
