First of all you need a host. HTTP, FTP, PHP and MYSQL support.
Secondly you need some sort of software.
IPB being the best you can get for free. PHPBB would be second best then you have stuff like snitz.
Installing IPB or PHPBB is a breeze, literally only takes a few minutes.
