I think your sheriff theory has some historical merit, as from what I know that is what really happened.
As far as historical figures showing up, I believe I read that Wyatt Earp showed up in Deadwood, also, wanting to become sheriff, but Bullock told him to get. Deadwood Dick might also be a possibility.
