ok, from what I'm reading, this does not look like a computer configuration issue.
This appears to be a connectivity issue. From your router to your hub, do you have connectivity? Make sure that one end of the wire is crossed either in the cable or on the router or hub. If that cable is not crossed, you will not get connectivity lights on either the router or hub. Check that first.
If you have said lights, then ensure that computers 3 & 4 are configured for DHCP.
