I don't see why a religion couldn't be built around such a god. If he/she/it created everything or wacthes us or whatever, I think there's enough for a faith of some sorts.
Here's an imperfect analogies:
1) Let's take a standard, desktop ant farm. Now give the ants human intelligence. They can't see you all of the time, they (may) know that
you can't see
them all of the time. But to them, you are omnipotent, providing food like manna from heaven, and capable of unleashing chemical hell upon them.
I couldn't come up with an omniscient analogy right now...
