Two people can easily pull a cow down.. I've done it when when branding them. Yes when they're awake they do kick and freak out, but it is possible for even a couple people to pull a cow down and hold it.
It's not a difficult task.. especially when the cows, though pastured, are very domniciled one might say. But people can think what they want I suppose.
