There are ways of getting a person such care, but it requires some work. You have to file some paperwork and swear before a judge that your claims to a person's mental illness/danger are true and all accounts of yours to back it are accurate, etc., and then the judge can decide to have the person picked up. (I assume this process varies from state to state, but this is fairly basic as far as I know)
Once picked up, they are required to be given a psychoanalysis before being released.

I believe we can, and I believe we should.
These people might be a danger- and seeing as we lock up criminals for being dangerous, this is no different- they just get treated better (we hope). As with so many things, your tune might change if (forbid it) the situation came knocking 'round your back door.
