Don't get into a pissing contest with them.
Call the cops. Again, and again, and again. Eventually they'll get tired of being called to this particular apartment and start issuing citations.
Call management. Again, and again, and again. It is important to establish a series of complaints with them. If the noise is truly a problem, then you probably won't be the only one complaining. Whether or not the management thinks so, it's their problem. Especially if they have rules about noise stated in their lease.
Or, you could do what I did, and buy a house.
