All I remember is back in the day video stores would charge something like 80 bucks if you lost a video cassette... which i thought was fuckin ridiculous!
As for DVDs, i think you could just buy a replacement and return that (easy enough if you have the box, and if you don't have the box you can just say you lost the box and they'll replace that for free). Telling them would probably cost you more money, but I don't know for sure.
