There are a few mean people and a lot of nice ones.
If you're living in Japan there are some things that can be a pain in the ass.
If you're just visiting, it probably won't be a problem.
The problem is worse outside of large cities, and it is more common for older people to discriminate.
Another factor is what country you're from. If you're from Korea, China, or Africa, you're going to experience a lot more than if you're from America or West Europe.
I do recommend not doing things that could get you arrested, the police aren't nice if they think you've done something. (But are very nice otherwise)
