Our eyes see things as "smooth" at roughly 15 FPS. That's what most TV was for a long time. However, when playing games, if you only have 15, or even 30 FPS, it looks choppy when you move (usually because it slows down), and it puts strain on your eyes.
I also can't *see* the difference between 60 and 70 fps, but I can feel it after a while at the desk. Don't ask me to explain why... I can't =P
