underrated --> Johnny Greenwood. Sure, he got his props after The Bends and OK Computer, but people have forgotten about him since even though he can still play(when Thom lets him).
overrated --> I'll go with Hendrix too, if only because some treat him like a god, when he's just a great guitar player.
