Paq's got the procedure down. The surprising thing, to me, was that women are the ones perpetuating it. One of the clearest cases of what anth/soc people call internalizing one's oppresion.
It's actually quite prevelent in the US. Immigrants who live in the states either fly their children back home, but usually just import a doctor to conduct the procedure. As far as I know, no US doctor would perform the surgery since it would b considered child abuse by our legal system. The fact that it happens in the medical black market is why it's off the radar--not because it doesn't occur. One of the strangest parts about this is that only like two (I guess three now) states specifically outlaw the practice.
