Yes. Amazon is one of the best for both reviews and phones. They have plenty of phones that are free after rebate, and my room mate got one that had a cost of -$80. Meaning he got paid $80 to get the phone.
I got a Samsung S105 for $40 (instead of $300). In addition they can sell you plans based on your area and need.

If you get a phone with a sim chip you just get a new chip every time you switch providers. All the information about the phone is stored on the chip so there's no way they can lock it. The chip also stores all the numbers in your phonebook so you don't have to transfer all your contacts by hand
