Sue Johansson, the sexpert on the Sunday Night Sex show, explains that a four inch penis is fine, since the sensitive nerves inside the vagina stop after four inches upward or so. True, it's probably possible to be too small(three inches or less), but as long as you're four you have nothing to worry about.
Who would want an 8 or 9 inch penis anyway? It would just be uncomfortable, and wouldn't add anything to your lovers sexual sensation.
