What kind of money is she looking to spend?

If she wants something original, thrift shops and vintage stores are a good place to look, as well as ebay (search for "vintage") or do a Google search for "vintage dresses."

Hot Topic has some nifty dresses in the "Goth" or "Lounge" vein.

If you're looking for something more conventional, Chadwicks of Boston and David's Bridal have a nice selection of conservative, "classy" dresses. She might look a little matronly, though.
