People have to look at other vehicles while driving. Big massive metal projectiles are something you keep your eye on.

However, the USA has decided parents have a right to shelter their children from pornography/sex if they wish it (and in some cases, an obligation). This is also true of adults to a limited extent. When your freedom of expression sometimes is in conflict with this, and a balance is struck.
In particular, sex/pornography in public places or view is not legal.

Because to enforce the law, the Police will have to have the right to inspect what you are watching on your TV within your car.
