I'll argue that GTA 3 and GTA Vice City were actually made popular by their physics and gameplay. Were GTA 1 and 2 that popular? Not really, but people did notice the adult content. When 3 and Vice City came out, they went through the roof in popularity due to their extremely open-ended gameplay experiences, great physics, and compelling stories. I still haven't played an action game to even come close to rivalling the last two GTA games' vehicle physics engines.
I'll agree that the on-foot shooting could improve, even though the running system/car jacking system works fine.
