If the surface preparation is done in accordance with the guidelines of the resilient flooring institute, and the application is acceptable per Armstrong's spec for the flooring product, it should be OK.
Last time I checked, the big boxes weren't selling what I would call industrial grade flooring. That still has to be procured from wholesale outlets which cater primarily to the trade, and may refuse to sell directly to the end user.
