A Scanner Darkly could be considered "science fiction" as it's based on a drug craze "in the future" (ie, the 90's). Remember, this was written back in the 60's!
It deals with a narcotics agent who goes under-cover to break up this drug-ring. He gets so messed up and addicted that, when not under-cover he ends up putting hiw own undercover personal under surveilance. Hope that's clear. In other words, it deals with Dick's recurring themes of reality (ie, what is real, what is illusion?).
Having had quite extensive experience of drug culture (dare I say abuse), I find the prose above rather powerful. Especially the quote "Drug misuse is not a disease, it is a decision, like the decision to step out in front of a moving car."
Quite a good book.
