A lot of people have said it, but it really all depends on the girl and the place.
I don't ever try to touch a girl without permission, but I do leave my hands on my knees until she tells me to move them. Some girls will sit in your lap and insist that you support them. Even the girls that have encouraged me to touch them, don't want you going into the g-string area, or up over their breasts without some their hands guiding yours.
