Exactly. If you're not getting lap dances you should be giving lots of tips to the girls on stage. Otherwise, you're just getting a free ride and doing nothing to help them. They chose their job, if they don't like it they can quit.
Just be respectfull when you do get a dance. Let them be the first to initiate contact and be aware of how they react when you touch them. Don't be a touchy jerk if its obvious that they don't want you doing that.
