uhh ... many full sized calibers can't penetrate the human skull reliably. So why would this one do it?

When training with a defensive pistol (9mm, .40 and .45) we are taught (in "failure to stop" drill) to make a headshot in a region between the eyes in the shape of an inverted triangle. The reason why you don't aim for the forehead is because it is awfully thick and hard. A hit to the forehead (especially at an angle) can manage to fracture but not penetrate. That's why we shoot between the eyes (BTW the other reason is that at the level of the eyes you're more likely to hit the brainstem rather than just the cortex of the brain. Cortex damage = focal paralysis of limbs, speach/memory impairment etc. Brainstem damage = death.)

I doubt if this little revolver could do the trick. It's a novelty - that's all.

In Australia, a revolver must have a barrel length of at least 100 mm. I might ask for a special order of one of these, but with a 101mm barrel.
