iTunes can do it. Set your importing preferences to WAV, right click the file in your Library and choose "convert to WAV."

Foobar2k diskwriter works fine here, also handles Shorten/Ogg-Vorbis/Wavpack/Ape/FLAC/AAC/Musepack/etc
