is there a program to help me make animated gifs or at least resize them thanks in advance thanks

adobe imageready (it comes with photoshop)

Jasc Animation shop 2 is pretty good, It's the only one I've used so I can't really compare it to anything else. It's 40$ I think.

It takes a little fiddling in Adobe ImageReady to get them right but it does animated gifs quite well. But it might be overkill for what you want to do or out of yor budget. So I too would recomment Jasc Animation Shop. It is cheaper and does pretty much what most people need.
