Lots of things change over a two year period. A whole lot more could change there in the next two years and that is what N Korea needs to be most concerned about.

It looks worse than it is.

It was the sunshine policy of Clinton, South Korea and all of the other parties that meant US companies provided nuclear reactors to improve relations. Rumsfeld merely made the most of this 'opening up' policy.

Faced with the sudden about turn of N.Korea he has little choice but to 'close them down'.

It is stupid to call other states part of an "axis of evil", but Rumsfeld's change of face has more to do with sudden erratic changes in the stance of N.Korea than with his own beliefs.

More shocking are the two faces of the US and the CIA:

1963: Otherthrow Iraq's President Kassim and help install the previously tiny Ba'ath party. Provide a list of left-wing opposition members to the Ba'ath party that leads to the execution of 5,000 opponents. Decide that Saddam would make a good CIA operative!

2003: Otherthrow Iraq's Ba'ath party and help install [insert name of future US-chosen politician]. Say that regime change was necessitated by the 'evil' nature of the Ba'ath party and their propensity for executing thousands of opponents. Decide that Saddam would no longer make a good CIA operative!

... and so the wheel turns....
