Let's also not forget that the 30 years of deregulation started by Reagan, and continued by Clinton and the Bush's, in addition to Alan Greenspan actually encouraging the subprime crap because, as he admitted a few months ago he "didn't understand" what amounts to the US financial system, were far more effective at being causal to the crisis than a measure which was enacted to keep banks from unfairly bilking or denying credit to black people.
