im curious how you get the 'starbursts'? is it a setting on the camera or photo editing techinque?

what were the camera settings you have for the first pic?

Starbursts are all lens. The first one has a rather irregular pattern using a Nikon 18-200mm lens. The second is a Tokina 12-24mm and makes a nice pattern.

If you want such things, there are filters also that will do it.
