3.1 motor, where is the fuel filter located?

Underneath the car, probably on the drivers side towards the back.

I can't remember off the top of my head if it is just in front of the fuel tank or behind the fuel tank but in front of the rear suspension parts.

Yup. Drivers' side, about halfway back on the rear door. Can be a pain in the ass to remove.
