I would say yes. It's a commercial facility that has to make money to stay open. It is used for both commercial and private/public purposes.

By the way, I was going to post in that thread in the main forum section that a simple solution to the hightened security inspections at airports would be to wear kilts, thus making inspection of your junk quite simple and fast. Sometimes the Scots are so smart! I didn't post just because I didn't want to start a political argument about Scottish Intelligence.
