That is a clip from the ridiculously funny Story of Ricky, and the actor who plays the main character is Siu-Wong Fan. It is also the source of the old "head smash" clip from Kilborn's days on The Daily Show.

Yep! You can probably also find it as Riki-Oh. I've got a copy, and I love lending it out just so I can hear "Dude, that was fucked" the next day.
