Promotion of Oral sex for underage Uk teens?

After reading the post in this thread (http://www.tfproject.org/tfp/showthread.php?t=86576) showing the birthrate in New England I decided to see what it was in my own country of (old) England. I then came across this story in the Guardian....

Encouraging schoolchildren to experiment with oral sex could prove the most effective way of curbing teenage pregnancy rates, a government study has found.

Pupils under 16 who were taught to consider other forms of 'intimacy' such as oral sex were significantly less likely to engage in full intercourse, it was revealed.

Britain's teenage pregnancy rate is the highest in Europe. In 2002 there were 39,286 teen pregnancies recorded. The government has spent more than £60 million to tackle the problem but so far failed to halt the rise.

A sex education course developed by Exeter University trains teachers to talk to teenagers about 'stopping points' before full sex.

Now an unpublished government-backed report reveals that a trial of the course has been a success. Schoolchildren, particularly girls, who received such training developed a 'more mature' response to sex.

The study by the National Foundation for Educational Research found youngsters were 'less likely to be sexually active' than peers who received traditional forms of sex education, dispelling the fears of family campaigners who believe such methods actually arouse the sexual interest of teenagers.

Now the government will recommend the scheme, called A Pause, to schools throughout England and Wales following the success of the trial in 104 schools where sexual intercourse among 16-year-olds fell by up to 20 per cent, according to Dr John Tripp of the Department of Child Health at the University of Exeter, who helped to design the course.

Teachers who sign up to the course are primed to deal with queries from pupils on all kinds of sexual experience. Those behind the course stress the scheme does not suggest teenagers experiment with oral sex. Instead they say A Pause promotes the message that other forms of physical intimacy are safer than full intercourse.

'It teaches people assertiveness skills and that they should be only as intimate as they feel comfortable with,' said Tripp.

A Department for Education and Skills spokesman said the report's verdict would be made available to all schools. 'All teachers respect peer-reviewed material, and this will help influence their decision,' he said.

In a way I want to be shocked but then in another way it makes sense. I'm not sure it's god me a bit dumbfounded. Should any government be promoting sexual acts to those under 16 (the UK age of consent)? One in ten babies born in the UK is born to a teenage mum according to the NHS (National Health Service) so there is an obviously serious problem here but is the approach in the article above really a good idea?

They're not promoting, they're educating. Just like telling kids what will happen when they lick LSD won't make them run out and try it, as long as you tell 'em they'll have flashbacks and paranoia a long time after. All points, see?

Yes i suppose i misinterpreted slightly and thinking about it my slightly shocked and conservative attitude towards it is probably what has caused the number of teenagers that are sexually active to rise so high. A blind eye has been turned for too long.

That's encouraging... However, I can see the opposite side of that as well. What happens to the people who have a less mature attitude towards sex? Are the teenagers also being taught consequences of oral sex, and how to protect themselves?

One of the figures quotes a 20 percent decrease in sexual intercourse among teens, but does the amount of oral sex increase as a result? Probably yes.... Is that a good thing because the there will be fewer teen pregnancies?

why are we censoring what we teach kids at all? It's a sadistic form of manipulation to only teach children certian things according to ones own agenda. Is it really fair to try and warp kids minds about sex by educating them on oral sex and downplaying intercourse or not teaching them about oral sex or not teaching them about sex at all? Teach the kids everything and let them and thier parents decide whats right for them. Public education should not be, in anyway, biased.

I agree with what MEAD said.... the program only teaches the views of the statistical responses of teenaged pregnancy. According to the English parliment, there may be too much teenaged pregnancy, but what about educating on both oral sex and intercourse. It seems like (what MEAD said) is right, they're downplaying intercourse in an effort to promote oral sex. Its not government that should decide what children choose to do sexually, the parents should sit down and talk with their kids about the responsibilities of sexual intercourse. Which is why it think that anatomically the government should teach kids what to do, but ultimately the decision of actually informing the children should be left up to their parents.

All i can say is that I laughed for about 5 minutes straight after reading this. I think it's hilarious.

I call bullshit. A recent decline can be attributed to many factors. Any plan needs several (more than 5) years to evaluate it's success or failure.

Sounds like a decent program and I could see it reducing babies, though I also agree it would need more evaluation to know for sure. What if ORAL SEX IS A GATEWAY TO INTERCOURSE!! :D

It's not a real mind-blowing new revalation, it's taking what's been applied to normal sex ed and sticking it in the mouth.

Sounds like somebody went to the Bill Clinton school of "What is Sex?" education.

It's about time we do something to lower teen birth rates. I don't believe in witholding information, and this sounds like what we should be doing here.

Side note because I can't withold snide comments: I wonder if we'll cut foreign aid to the UK like we did to Arfican countries that ofer abortion services.

Although a real phenomenon, this is a greatly exaggerated side effect, and the majority of LSD users report no flashbacks whatsoever when not high.

I wholeheartedly agree with this policy. I also agree with many of the other posters that the best policy with reagrds to this subject is "teach them everything". I really so no reason why we should deviate from something so plain and simple.
