I live in an apartment style condominium building. Beautiful thing about the Illinois Condo Act is that the board of managers of the condo (as elected by the owners) has the right to fine people who break the rules. I happen to be on that board of managers....

Our biggest problem is theft. One week, every person who had a welcome mat outside their door had it stolen. Who the fuck wants 27 welcome mats? Also, people have had their bicycle tires slashed and some grafitti has been written on the walls.

Of course we all know who does it, but no one has caught them red handed. Out of 27 units, only 3 have kids, and only 1 has 3 or 4 boys ages 6-14. These kids are out of control, and always have about 20 friends over, loitering in the halls and stuff. I can't wait to catch one of those kids...

Simply show him how truly disgusting it is to have to clean human waste off your car. SHIT on his hood. Better yet if he leaves it unlocked, do it on the drivers seat.

The neighbor kids last year kept taunting my dogs and throwing rocks at them. So I stole their bikes in the middle of the night and threw 'em in the river.

Apartment living sucks big time....bought my house two years ago and never looked back. I'll find a nice refrigerator box under a bridge before I'd move back into an apartment. I had similar situations in EVERY building I ever liverd in, and the only cure I found was to flood the management and police with complaints about the offenders. The police HAVE to respond to a filed complaint, and if you want fast action, tell the cops you think the guys are selling drugs.....they'll get LOTS of attention from then on, as will any and all of their friends who frequent the apartment. Assholes really hate that, but they will never quit being assholes, so you gots to play slightly dirty back.
It REALLY sucks that it's not just noise, that they're fucking with your cars....like the dealer in Pulp Fiction said, "When will people learn that you just DON'T FUCK WITH another man's automobile."
You have my sympathy, hope it works out.

What did the cops do?

Patience is the best when dealing with asshole's. Don't sink to their level. Document what they do and make sure the cops do their job. It will pay off when the dick tries to get his dream job and doesn't because he has charges of pissing on cars.
