FCC Regualtions: PLaying Music On Public Access Cable
 
I love pirate radio. Here in Jacksonville, All the the stations are bland and boring. Most of them are owned by Clear Chanell Communications.

I found a pirate radio station that I learned SO MUCH about music from. It was great. Sadly, it got shut down.

I was bouncing around a few ideas on legal ways to bring great music to people and one was Public Access.

Perhaps, there could be a show where something interesting could be on the screen (local art, animations, song names...) or whatever, but I could just play song from my CD colection.

Then there is royalties and public domain and all that good stuff.

There was a local public access show the played music videos (under ground to MTV grade stuff) [even Mojo Nixon!], so I'm not sure about the whole process. I know that many of the songs on the radio are not under public domain. I believe that broadcast itself it under public domain.

So, do you have any insights on the matter? If I find some answers, I'll post them.
