PHILADELPHIA - An officer who ordered two women to put on a "sex show" in a jail cell will be fired.

Norberto Cappas, 32, was found guilty by a police tribunal of conduct unbecoming an officer and lying during a departmental investigation, the department said Tuesday.

Internal Affairs investigators found that Cappas ordered the two women to kiss and touch each other and expose their breasts in September 2003. The two had been picked up on suspicion of drug possession, but they had no drugs and were not charged with a crime.

Cappas has denied wrongdoing and refused to talk to a Philadelphia Inquirer reporter seeking comment Tuesday.

The case sat idle for years until the Inquirer raised questions about it last year.

One of the women filed a civil lawsuit and was awarded $17,500. The city's own lawyers concluded that she never should have been detained in the first place.

And for what reason is this guy not serving prison time himself?

Certainly this is the equivalent of a sexual assault, and any sentence under 15 years would be completely inappropriate.

I agree.

We're not going to see an end of abuse of power until we start coming down HARD on those who abuse the authority they are delegated.

15 years seems a bit excessive, but certainly, I think, jail time is warranted. I'm rather curious as to why it took almost four years to resolve. Perhaps an investigation into that might be in order. Was there, perhaps, a little more to shove under the carpet, than what we're being served? Was this "show" just for his own enjoyment? Or, were others invited to the "party"?
This could have the potential of being a bad Lifetime movie.

15 years... but you only serve half the time if you behave in prison normally... so in fact he'd only do 7 1/2 years inside.

It might sound harsh, but I think it is important to a send a message. He might not have raped them, but he abused his power over them to sexually assault them against their will. I think higher standards should be expected of public servants, there are significant rewards (in this country at least - esp in terms of pensions) and the cost of bringing disgrace upon your office should be included in the punishment as well as the actual crime.

Without knowing more of what actually happened, or at the least the two version of it, it's hard to tell if this bozo actually deserves jail time or not.

After all, he could have just offered extra pudding at dinner if they made out a little. How does that make him any different than any of those guys standing around in the background of a party while two chicks make out to please the crowd?

Simple...

This Bozo's got a uniform, and a shield, that identify him as being in a position of power and authority. This isn't a frat guy cheering on a couple of sorority girls gone wild. We don't expect too much outta frat guys. But, we do expect better of our police and corrections officers. Or, at least we should.

I do believe...or at least I hope...that there is more to this story. If there is, they'd best be getting it out now. Because the longer they wait, the worse it appears.
