what's its purpose? It's got access to the site - why's it asking for one email instead of spamming the boards?

I assume that it gets e-mail notifications when this thread gets replied to just as a real member does. A crude "phone home" feature if you will. Then the spammers in some in some Eastern European country have another board URL that they know they can share or likely more accurately sell.
