Is Guam in danger of capsizing?

The web page claims this is no April fools joke. If true, this is pretty funny.

Only a few years ago, a member of Congress serving up an inane comment in a congressional hearing would have merited a brief gossip column mention, or more likely gone unnoticed.

I saw this the other day - Pretty damn funny. Wikipedia says that the guy claimed it was a metaphor but I'm doubtful.
