His name is Cyril Takayama and he's a street magician. I first saw him in David Mamet's film Redbelt and searched him out on youtube.

Spoiler: His "shoulders" are a frame. You only see him from a straight-on front view when his head lowers, so you don't see his butt sticking way out as he bends over and lowers his head.
