Public groups - Tilted Forum Project Discussion Community

I was in my user CP updating my info when i noticed that I'm not a member of any public groups. What are those?

It's a vBulletin feature that we don't use here. Based on what I could find of it, it allows public and private groups to be created with special forum permissions. We just use usergroups to do all of that, so there isn't a need.
