how do you get a car to throw flames like that? is that really its exhuast or does it have a seperate system that lights some fluid or gas?

Its the exhaust( minus the muffler and cat) with a spark plug in the tailpipe and a switch that turns off the engine spark plugs.

I'm pretty sure "not at all" describes the street legality of such a device.

Should would discourage tailgaters though. Almost as good as a bumper that's mostly fallen off.

There legal as long as you dont have to pass emissions and you dont light em up on the street. If your looking for a kit try searching trucks tv they did an install on a old school truck that turned out badass. Remember though you cant have a catalytic converter or a muffler if I remember right.
