Yeah they grow back.
Cats shed their old claws (as far as I know !), like snakes do skin which is probably what you found. Their new claws are growing underneath you see, and every once in a while the top layer gets scraped off. But yeah, cats should still have them as they get older, I had a very old cat and she still had all her claws, her eyesight was a different matter

Oh yeah, I found a claw shell from my cat once, now I remember. It was hollow though, and it was obvious that it was an old claw. Check your cat's claws, see if any are missing. I'm betting one of them is just a tad smaller.
