all good suggestions.. you don't say where you are or i would tell you where i'd go..
you probably dont' really need a zero rated bag, or a double bag. two of any decent bag zipped together will make your nearness possible outdoors...
instead of public library, i'd suggest college libraries.. carry a knapsack...
many other possibilities on the largest college campuses..
