Most probably an IRQ conflict somewhere. Go to Start>Settings>Control Panel>System>Hardware and click on the Device Manager button. Start by lookng for any exclamation marks, as they represent driver issues. If you don't see anything, you can check your sound card manually by finding it in the list (it'll be under the heading 'sound, video and game controllers'), right clicking on it and going to the properties. Got to the resources tab there and look at the bottom. If it says 'no conflicts', then we need to look at another potential cause.
A possibility is also EMI. If you have a cordless phone or something generating radio noise, it could cause random noise in the speakers. This, unfortunately, is not easily fixable.
I've seen people pick up AM radio on their computer speakers before. The system would be off and unplugged and you could still hear a radio station playing faintly through the speakers. It's rare, but it happens.
