I'm pretty sure that lady is the main actress on Weeds. Google tells me that someone just took the scene from the show and dropped some text on the end.

It's a scene from Weeds. As eltardo suspected, someone took the scene as it appeared in the show and then added the text.

Pretty damn funny.
