If you are having or are at a public gathering/party, it is definitey against the rules of ettiquite to double dip. The person in charge of the eats should make sure there are sufficient small plates for the guests to use for the dips and chip's. And plenty of napkins as well. What you do at home is your own business, but in public, please have a few manners.
