I think some of this is an older mentality. It used to be that for a guy's coming of age they were taken to a prostitute. With a prostitute, the level of service can vary from a hand job to a blow job to sex. I actually heard that my wife's father (born in the 1940s) and friends were taken to Juarez, Mexico to a brothel to break them into sex when they were 18. I also know from my wife that her mother never saw her husband's erect penis except in the dark (according to the mother anyway). Their sex life was needless to say pretty pathetic (my wife's mother told her sex was something she would have to endure).
From a guy that saw prostitutes for awhile late in college when I had no time to meet girls, I can say there were some that I wouldn't want to have sex with yet wouldn't mind the blow job because one involves me being in action and doing some work and the other means I can be very non-participatory. Guys have an amazing ability to separate sex and love in our heads, so I can see saying this. I don't see nearly as many women being like this. That being said, however, once I grew up a bit I grew out of this kind of thinking. I see sex/love being a lot more synonymous than I used to (thank my wife for that).
