I'm thinking bad connection or you need to reset your monitor. The optimum resolution for that monitor is 1024*768 at 75 or 85mhz. Nothing higher. Just because the card can do 200 doesn't mean your monitor can. Hit the reset button and do a test as per Dell's instructions:
