My friend was able to make an appointment to see the traffic guy in person. He explained the situation of the speeding ticket (newly reduced zone just that morning with no warning signs) and the ticket was reduced in fine, and no license points removed.
Did some web searching, but could only find sites that offered help for traffick tickets on a fee for service basis.
